    The cognitive construction of programs by novice programmers : a thesis presented in partial fulfilment of the requirements for the degree of Master of Science in Computer Science at Massey University

    Human memory and cognition are studied to aid novice programmers with the cognitive construction and the acquisition of program plans. Particular emphasis is placed on the storage and retrieval of program knowledge, the cognitive structure of stored program knowledge, the effects of transferring cognitive structures from one programming language to another, and the learning activities involved with learning a new programming language. Cognitive principles are applied to the design of a programming language and environment. The design of both the programming language and environment are discussed together with an introduction of how they are used. The hypothetical results of two experiments are argued to demonstrate that the programming language and environment are well suited in supporting the development of program plans

    The PFI Sustainability Evaluation Tool: A methodology for evaluating of sustainability within PFI housing projects

    In the UK there is a need to provide more housing in order to meet increased demand. The problem is particularly acute in the social housing sector. There is also a drive to reduce CO2 emissions from housing, whilst addressing issues of social sustainability. Accordingly governments have sought to combine the goals of sustainable development with housing policy in order to provide not just more housing, but more sustainable housing. In a time of public sector expenditure restraint the Private Finance Initiative (PFI) has been used as a means to procure social housing using private money, however sustainability within PFI housing projects has received little attention. This paper introduces a methodology for evaluating sustainability within PFI bids. Developed and tested during the procurement stage of a large PFI housing project in the North East of England, results suggest that the introduction of clear, transparent and robust evaluation criteria can enhance sustainability

    Climate change and variability, energy and disaster management: produced risks without produced solutions: rethinking the approach

    Accelerated climate change and increasing climate variability is the single largest threat to the international goals of sustainable development, the Millennium Development Goals (MDGs) and disaster risk reduction. Global discourses recognise the need for effective and sustainable responses tso produced climate risks. The risk types likely to occur are known, but only in broad terms - their scale, severity, longevity and frequency are not known. The challenge for policymakers is developing an effective framework within which sustainable responses can be formulated. To address the problems of produced risks a comprehensive approach to risk management is necessary. The mechanisms within the climate change, sustainable development and disaster risk reduction discourses are not sufficiently effective or integrated to respond to this challenge. Fundamental reform to current modes of risk reduction is needed, but this can only be achieved through a shift in the dominant perspective on formulating sustainable responses. This requires a shift to an enabling policy framework that encourages bottom-up resilient responses. Resilience is argued as a tool for policy development that can enhance adaptive capacity to current climate risks and shape energy policy to respond to mitigate future climate risks

    The provision of humanitarian aid in complex emergencies: a case study of Somalia

    This thesis examines the delivery of humanitarian assistance in Somalia at the turn of the 21st Century. Humanitarian assistance is considered as an ideal and the key question is, can it be effective in a chronic emergency? Humanitarian assistance itself is examined in detail and placed in a broader context of ideas of vulnerability, resilience and adaptive capacity in response to disasters. The thesis is grounded on evidence based evaluation to generate conclusions for programme and project management. The method taken is one of using conventional social science methods to come to evaluative judgement. The nature of evaluative judgement requires an understanding of the purpose and content of evaluation itself, which is extensively discussed in the methods chapter. The ethics of work in disaster situations is also addressed. The case material comes from two evaluations namely for Action by Churches Together and Norwegian Church Aid conducted in Somalia in 2006-07. The key findings from the case material is that humanitarian projects in chronic emergencies must be delivered within the cultural context i.e. religion supported delivery. The reasons for this are that such delivery pays attention to the critical role of beneficiaries in ensuring effective and sustainable project implementation. This raises key issues about the validity of the top down delivery of humanitarian assistance as well as an understanding of chronic emergency as development rather than disaster projects. The thesis concludes with observations on the limitations of evaluation in the context of humanitarian assistance. It reinforces the central directive of humanitarian delivery as ‘do no harm’ and shows that there are opportunities to ‘do some good’

    Building resilience: Knowledge, experience and perceptions among informal construction stakeholders

    Nepal is considered one of the most disaster-prone countries is the world, with vulnerabilities exacerbated by chronic poverty. Whilst a variety of sound buildings codes and regulations has been introduced in the past decades, a challenge exists in implementing these as the majority of the building stock is constructed by informal construction workers. Based on a case study of Nepal’s Banepa Town, this paper aims to explore the role of knowledge, perceptions of and experiences with disaster risk reduction (DRR) measures among informal construction stakeholders. The paper highlights that whilst the level of awareness of hazards and knowledge of the importance of DRR measures among informal construction stakeholders is high, it is also important to consider perceptions and organisational challenges when finding the best solutions for promoting DRR measures. There is still a gap between transforming knowledge into practice, often because of the perceptions (such as trust, experience, and gender) that are predominant in the sector. Understanding these issues is important as this situation is not unique to Nepal: rapid urbanisation in many developing countries has similarly led to a boom in informal construction sectors and construction that has little regard for building codes and regulations

    Neurologic Correlates of Gait Abnormalities in Cerebral Palsy: Implications for Treatment

    Cerebral palsy (CP) is the most common movement disorder in children. A diagnosis of CP is often made based on abnormal muscle tone or posture, a delay in reaching motor milestones, or the presence of gait abnormalities in young children. Neuroimaging of high-risk neonates and of children diagnosed with CP have identified patterns of neurologic injury associated with CP, however, the neural underpinnings of common gait abnormalities remain largely uncharacterized. Here, we review the nature of the brain injury in CP, as well as the neuromuscular deficits and subsequent gait abnormalities common among children with CP. We first discuss brain injury in terms of mechanism, pattern, and time of injury during the prenatal, perinatal, or postnatal period in preterm and term-born children. Second, we outline neuromuscular deficits of CP with a focus on spastic CP, characterized by muscle weakness, shortened muscle-tendon unit, spasticity, and impaired selective motor control, on both a microscopic and functional level. Third, we examine the influence of neuromuscular deficits on gait abnormalities in CP, while considering emerging information on neural correlates of gait abnormalities and the implications for strategic treatment. This review of the neural basis of gait abnormalities in CP discusses what is known about links between the location and extent of brain injury and the type and severity of CP, in relation to the associated neuromuscular deficits, and subsequent gait abnormalities. Targeted treatment opportunities are identified that may improve functional outcomes for children with CP. By providing this context on the neural basis of gait abnormalities in CP, we hope to highlight areas of further research that can reduce the long-term, debilitating effects of CP
